Urban Architect graduated from UFRJ, Master in Environmental Science and PhD in Geography from UFF, with an extension (sandwich) at the University of Maryland (USA) and a Post-Doctorate at the Instituto Superior Técnico of the University of Lisbon with a focus on resilience of sanitation systems. He coordinated the recovery process of the Araruama Lagoon-RJ, was the first President of INEA and Technical Coordinator of the Metropolitan Plan of RJ. He is a Senior Researcher at the Center for Studies in Regulation and Infrastructure - FGV/CERI and author of the book Social Control of Waters. His main research areas are: sanitation, water resources, urban infrastructure, metropolitan planning and management, and processes of mitigation and adaptation to climate change.
